Breivax uses an explicit maturity vocabulary so completed cannot quietly mean wrote the code: developed, tested, deployed, verified, business-complete.

Public-site work is held to performance and evidence thresholds. Weak executive briefs are rejected by automated scoring.

Example: A deploy is not treated as finished until live URLs return the expected content and version stamp — source edits alone do not count.

Why this tier: Quality gates are evidenced for Breivax.com and the reporting pipeline. Broader consistency across every Breivax surface is still uneven and is not overclaimed here.
